Is PaiaFinance the official distributor of Comoros licences?

Yes. PaiaFinance received the exclusive right in 2025 to distribute licences for forex brokerage and crypto asset companies in the Union of Comoros, under a mandate from the Ministry of Finance, working alongside a consortium of expert companies in the field.

How long does the licensing process take?

The standard route is approximately twelve weeks across four stages: information collection and KYC (2 weeks), application preparation (2 weeks), filing with the Ministry of Finance (4 weeks) and regulator follow-up through to decision (4 weeks). A fast-track option of approximately six weeks is available on request.

Which licences are available?

Two: a forex brokerage licence and a crypto asset licence. Both are issued by the Ministry of Finance, Union of Comoros, and both offer low capital requirements relative to comparable jurisdictions.

What makes the Comoros framework different from before?

For years Comoros suffered from unrecognised licences being issued without a proper framework. The Ministry of Finance sought professional advice and built a new regime, including an anti-money-laundering and know-your-customer regulation voted in 2025 that is aligned with international standards and designed for cross-border acceptance and regulator cooperation.

What is included beyond the licence itself?

The engagement covers documentation and governance, the regulator interface, compliance stack setup, banking and safeguarding introductions, and staff training. In practice that means governance frameworks, policy manuals, transaction monitoring, regulatory reporting, liquidity provider connections and payment processor integration.
