The 2025 framework

Licences distributed by PaiaFinance are issued under the anti-money-laundering and know-your-customer regulation voted in the Union of Comoros in 2025. The regulation is aligned with international standards and is designed for cross-border acceptance and cooperation with foreign regulators, under direct supervision by the Comoros government.

Due diligence on applicants

Every application begins with due diligence, KYC and a name check on the applicant company, its shareholders and its directors. This is stage one of the process and is not optional. Applications that cannot satisfy it do not proceed.

What licensed businesses must maintain

  • A corporate governance framework and documented policies and procedures
  • Transaction monitoring and regulatory reporting infrastructure
  • Risk assessment procedures and risk management documentation
  • Ongoing staff training on regulatory obligations
